Schools should be free to make the decision on what options they provide in their biology classes as part of their effort to create the best possible curriculum for attracting students to their program. I would consider legislation governing how animals are acquired for dissection by schools choosing to use dissections in their biology programs. If I had the slightest doubt as to the necessity of the legislation, I would vote against it."

What should be included in the Colorado Constitution is the declaration of whether or not the state has the authority to regulate issues related to hunting, trapping, fishing, pest control, etc. If the state is given such authority, it is then the responsibility of the state legislature to define the specific regulations. If animals should have specific rights reserved for them, those are appropriate for inclusion in the Colorado Constitution. However, the contents of this amendment do not define any rights reserved for animals, but instead controls the processes that people are allowed and not allowed to take in their management of various animal populations. This is the appropriate domain of the state legislature and in no way a Constitutional issue. Even if the amendment were properly enacted through legislative action instead of constitutional muddying, I would support drastic changes to eliminate intrusions on private property rights."
