SHD09 Alice Borodkin (D) During the 2002 legislative session, I carried the first animal abuse felony law. Seeing that the Budget would not allow a First Abuse as a felony that would require prison, I changed it to a Task Force on study of and treatment of animal abuse to prevent escalation of human abuse - the Kemp Childrens Foundation & Humane Society were ready to underwrite the $18,000 fiscal note - it was killed on a party line vote!
