SHD31	Judy Solano (D)	As a Freshman Legislator, I sponsored H.B. 1146, "Concerning the Proper Confinement of Animals." Although it died in committee, I continue to believe that the mistreatment of animals is a reflection of our society and we all need to pay close attention to the "voices" of the voiceless as a monitor of the moral status of American culture. As a child I rode horses and owned dogs, cats, and loved them dearly.
