H.R. 1155 COCKFIGHTING - A bill to close the loophole in the federal Animal Welfare Act that allowed interstate shipment of birds for fighting and undermined enforcement of the cockfighting bans that exist in 47 states. Support Co-sponsor   Offered as an amendment to the Farm Bill; won House approval by voice vote on October 4, 2001; Signed into law on May 13, 2002, as part of the final Farm Bill, along with provisions to close the loophole that allowed export of fighting birds and dogs and to triple the federal fines for animal fighting violations.
Amendment to House Energy Bill, H.R. 4 ANWR - An amendment to the House Energy Bill to strike language that would repeal existing protections against energy development in the Arctic National Wildlife Refuge (ANWR). Support   Voted against amendment Rejected by House on August 1, 2001.
Amendment to House Farm Bill CAFOs - An amendment to the House Farm Bill to boost conservation funding and protect wildlife habitat. A component of the amendment would have preserved the prior law prohibition on large concentrated animal feeding operations (CAFOs) receiving Environmental Quality Incentives Program (EQIP) funds for manure disposal. H.R. 2646 FARM BILL - Although the House and Senate passed several pro-animal provisions as part of the Farm Bill, a conference committee that was charged with reconciling the differences between the House version and the Senate version knocked out provisions that would have protected "downed animals", dogs mistreated at puppy mills, and bears killed for their internal organs. Because of this, and because an anti-animal provision that excludes birds, rats, and mice from protections under the Animal Welfare Act was included, PVA chose to oppose final passage of the Farm Bill.
